Also, if the answer is different on Windows vs Mac VS, please let me know both of those, as I'll need to make sure Xamarin is up-to-date on my Mac as well as on my Windows computer. Its not. Xamarin updates are inclusive with the VS updates. When VS updates, you'll get the Xamarin updates rolled in. But VS said that it was up to date. So clearly there's a disconnect there somewhere. Since everything crashes and burns if there's even a minor version variation between Xamarin on Windows and Xamarin on the Mac, it's critically important to make sure that they stay in sync.
Is there a better way to affirmatively assert that the two platforms are up to date with one another?
As ClintStLaurent pointed out, it is not necessary to have exact matching of versions between Windows and Mac. Of course if there is too much difference between version then that would be of concern.
But the build numbers can be different. I found this through self experience. It is not clear to me from your question whether you found where to check for updates in VS or not. Right now there is an update waiting for me. Xamarin updates are not differentiated separately. They are shown as VS updates.

Sometimes a fix only applies to one version of Visual Studio because of something specific to that version. Or just hasn't been qualified to be VS compliant yet.
